…targets restoration of forest resources through 10-year plan

The Oyo State Government has launched the Oyo State Reforestation Plan (OYRP) to restore degraded forest resources, expand forest cover and promote environmental sustainability across the State.

According to the Commissioner for Environment and Natural Resources and chief host of the programme, Hon. Ademola Aderinto, the goal is to ensure that forest resources lost in the past due to mismanagement, illegal encroachment and other unauthorised activities are restored.

He said Oyo State had identified a deficit of 240 million trees and was taking the necessary steps to address the challenge through a 10-year reforestation plan.

Hon. Aderinto explained that the Reforestation Summit would become an annual event where stakeholders would assess progress, identify outstanding challenges and determine further actions needed to achieve the target.

He added that the initiative was also aimed at addressing climate change, noting that the State was determined to take the lead in Nigeria’s efforts towards environmental restoration.

He said the Oyo State Government was open to partnerships to ensure a safer environment.

The commissioner promised to engage schools, train students and compensate schools that establish more trees within their premises. He added that the Government is working to ensure that every corp member posted to Oyo State plant at least one tree before the end of the service year. The best corps member, based on the number of trees planted and maintained, would also receive cash prizes and awards.

Hon. Aderinto urged all stakeholders to join hands in achieving the set goals.

The commissioner appreciated His Excellency, Governor Seyi Makinde, for making the programme a reality. He also appreciated the management and staff of his ministry and all the stakeholders present.

Earlier in his welcome address, the Permanent Secretary, Ministry of Environment and Natural Resources, Dr Sunday Akinwale Moradeyo, appreciated Governor Seyi Makinde for approving the relocation of the Forestry Department from the then Ministry of Agriculture, Natural Resources and Rural Development to the Ministry of Environment and Natural Resources in 2019.

He said the move had created better opportunities for the department in terms of Government attention, support and resource allocation.

He noted that, for the first time in its history, the Director of Forestry will be  attending the United Nations Climate Change Conference (COP), as one of the State representative.

Dr Moradeyo attributed the progress to the efforts of the Commissioner for Environment and Natural Resources, Hon. Ademola Aderinto, particularly his commitment to tree planting. He recalled how the commissioner regularly requested trees for planting at different locations, describing this as a demonstration of his passion for environmental protection.

He also disclosed that the Reforestation Plan was initiated by the commissioner, adding that the department had benefited directly from intervention projects through the Federal Ministry of Environment and related agencies.

He said the public-private partnership arrangement offered a more sustainable approach to restoring forests, expanding forest cover and returning degraded lands to productive use.

According to him, relying solely on Government ownership and management of forest resources at the sub-national level was no longer sufficient to tackle deforestation and forest degradation, which also threaten the livelihoods of individuals and stakeholders whose economic activities depend on forest resources.

During the stakeholders’ engagement meeting, themed “Shared Responsibility for a Greener Oyo State: Financing Restoration through Public-Private Partnership,” stakeholders called for an evaluation of the measures already put in place and their continuous monitoring. They maintained that a well-managed forest reserve would contribute to improved security.

They urged the Oyo State Government to revive the compartmentalisation arrangement, which was previously adopted to monitor the forests in the area.

They also called for full collaboration among all stakeholders, noting that this would help curb kidnapping by ensuring that the forests are properly monitored and secured, thereby supporting the Government’s efforts.

The stakeholders further urged the State Government to establish a committee comprising representatives of all forest users to ensure the sustainability of the reforestation plan. They also expressed their readiness to work with the State Government towards improving forestry management in the State.

The Oyo State Government has signed the Urban Sanitation Policy Framework, as part of its commitment to strengthening sanitation and hygiene services and ensuring clean, healthy, inclusive, resilient and well managed urban settlements across the State.

The Honourable Commissioner for Environment and Natural Resources, Hon. Ademola Aderinto, disclosed that the policy was developed to address identified gaps and deficiencies in urban sanitation and hygiene services, while providing a clear regulatory and institutional framework for effective implementation.

He explained that the policy aligns with the existing Oyo State Water, Sanitation and Hygiene Policy, the Oyo State Environmental Sanitation and Waste Control Regulations, 2013, the National Environmental Health Practice Regulations, 2024, Public Health Law, 2000 as amended and the Oyo State Solid Waste Management Authority Law 2004 among other relevant legal frameworks.

Hon. Aderinto further stated that the policy provides for the establishment and inauguration of a State Urban Sanitation Steering Committee, to be chaired by the Commissioner for Environment and Natural Resources, with membership consisting other State commissioners and cabinet members, and others drawn from relevant ministries, departments and agencies (MDAs) to ensure effective coordination, wider institutional support and successful implementation.

He added that the framework also provides for the introduction of a Young Professionals Programme to encourage youth participation and integrate young professionals into the State’s urban water, sanitation and hygiene initiatives.

The Commissioner noted that Oyo State is committed to taking a leading role in urban sanitation and achieving Open Defecation Free (ODF) status across all its local government areas.

He disclosed that the State had recorded ODF status in two local government areas, Egbada and Ona Ara, within the year, expressing optimism that the newly signed policy would accelerate progress towards achieving ODF status across the remaining local government areas and improving the overall sanitation and public health conditions of residents.

The Oyo State Government  through the Ministry of Environment and Natural Resources, has rejected a publication alleging harsh, unsafe and unconducive working conditions for Ad hoc Environmental Vanguards engaged by the State Government, describing the claims as misleading and a misrepresentation of the Government’s commitment to their welfare, safety and effective deployment.

The Commissioner for Environment and Natural Resources, Hon. Ademola Aderinto, said Environmental Vanguards remain an important component of the State Government’s environmental sanitation and enforcement architecture, stressing that their engagement is aimed at supporting the restoration and maintenance of environmental sanity across Oyo State.

He explained that the present administration has continued to strengthen the workforce through the re-engagement of Environmental Vanguards, sweepers and packers to support sanitation operations. He added that efforts have been made to deploy personnel closer to their places of residence to reduce transportation costs, while their monthly payments are made alongside other government workers.

Aderinto further disclosed that the monthly remuneration of Environmental Vanguards had been increased from N30,000 to N80,000 under the present administration, describing the improvement as part of the Government’s commitment to supporting personnel engaged in environmental sanitation and enforcement.

The Commissioner clarified that Environmental Vanguards deployed to identified black spots are specifically charged with preventing indiscriminate disposal of refuse on road medians, open spaces and other prohibited locations. He explained that personnel are expected to educate members of the public on proper waste disposal and, where necessary, facilitate the apprehension of offenders in accordance with the law.

He stressed that the directive is not intended to punish personnel or compel them to generate fines, but is part of the Ministry’s strategy to address persistent environmental infractions and ensure that areas under their supervision remain clean. According to him, the primary objective of enforcement is compliance and environmental sanitation, while penalties are applied only where prescribed by law and due process.

Aderinto noted that whenever Environmental Vanguards are given clear responsibilities and achieve positive results in their areas of deployment, the Ministry recognises such performance as a means of encouraging and motivating them to remain diligent. He said positive results are not intended to constitute undue pressure or victimisation of personnel.

The Commissioner also dismissed claims that members of the Environmental Vanguard were arbitrarily dismissed from service. He explained that personnel identified with performance related concerns are first warned or placed on probation, while those who perform below expectations continue to receive their payments before any administrative decision is taken. He added that the Ministry believes in correcting, guiding and giving personnel opportunities to improve.

On safety, Aderinto said the Ministry takes concerns about attacks, security threats and operational challenges seriously and would not deliberately expose its personnel to unnecessary danger. He explained that Environmental Vanguards primarily operate within the metropolis and during daylight hours, where an existing security architecture is in place, adding that it would not be practicable to attach dedicated security personnel to every field officer.

He, however, disclosed that the Ministry has an emergency security response arrangement that can be activated whenever an alert is received. He said the Ministry maintains security collaboration with the Oyo State Rule of Law Agency, Operation Burst and the Nigeria Security and Civil Defence Corps, while personnel have been directed to promptly report threats, resistance or situations that could escalate for appropriate intervention.

The Commissioner said the Ministry has consistently responded to reported security concerns and would continue to provide necessary assistance where circumstances require it. He added that operational arrangements, including security and logistics, are regularly reviewed in line with prevailing circumstances and the responsibilities assigned to personnel.

Aderinto also explained that the participation of Environmental Vanguards in the Oyo Soro Soke Sita (OYO SSS) initiative forms part of the Ministry’s broader strategy of involving the public in environmental enforcement. Under the initiative, environmental infractions may be reported through photographs or by facilitating the apprehension of offenders and reporting such cases to the Ministry.

He disclosed that while the collaborator’s share under the OYO SSS programme is 10 per cent, the share applicable to Environmental Vanguards who facilitate the apprehension of offenders was increased to 15 per cent to accommodate expenses that may be incurred in the course of carrying out such assignments.

The Commissioner stressed that the Ministry’s environmental enforcement activities are not designed to witch-hunt, intimidate or unduly punish members of the public, but to promote compliance with environmental laws and create an orderly environment necessary for public health, safety and economic activities. He urged enforcement personnel to carry out their duties professionally and within the ambit of the law, while members of the public are expected to comply with environmental regulations and desist from indiscriminate waste disposal.

He further noted that the Ministry maintains regular interaction with Environmental Vanguards through periodic meetings to discuss operations, exchange ideas, receive feedback and address emerging concerns. He therefore urged the public to disregard misleading reports about the welfare and working conditions of the personnel, stressing that the Ministry remains committed to the welfare of its workforce and that all legitimate salaries and approved entitlements are duly attended to.

The Oyo State Government has announced the commencement of the enforcement of mandatory waste bin provision for every residential and commercial building across the state, giving residents and property owners one month to comply with the directive with stringent enforcement effective from September 1st,2026.

The Honourable Commissioner for Environment and Natural Resources, Hon. Ademola Aderinto, disclosed this while addressing journalists in his office, stating that the initiative forms part of the State Government’s renewed efforts to strengthen environmental sanitation and ensure proper waste management across Oyo State.

Hon. Aderinto explained that every household, residential building, business premises, shopping complex and plaza must provide designated waste bins that are commensurate to the size of the building, the number of occupants and the volume of waste generated.

The Commissioner stressed that all residents and business owners must patronise only government accredited Private Sector Participants (PSPs) responsible for waste collection and evacuation, warning that anyone found engaging unapproved waste contractors or disposing of waste through unauthorized means would face the full weight of the law.

He urged members of the public experiencing challenges with waste collection services or those uncertain about accredited PSP operators to report to the Oyo State Solid Waste Management Authority (OYOWMA) or the Department of Environmental Health Services of the Ministry of Environment and Natural Resources for necessary guidance and clarification.

Hon. Aderinto further revealed that government enforcement teams would also verify evidence of payment of waste evacuation fees during inspections, noting that residents and businesses are expected to remain up to date with their monthly waste disposal payments as part of the requirements for compliance.

The Commissioner explained that the new enforcement exercise is an extension of the state’s daily environmental sanitation initiative, emphasizing that having a waste bin and engaging an accredited PSP alone is not sufficient if the surroundings remain dirty.

Communities captured under the Nigeria Climate Adaptation-Erosion and Watershed Project (NEWMAP-EIB) intervention have expressed growing frustration over the prolonged delay in the commencement of the erosion and flood control project, saying repeated flash floods have continued to expose them to danger and uncertainty.

The concerns were raised during an inspection tour of the proposed NEWMAP-EIB project sites by the Oyo State Project Implementation Unit (SPIU), led by the Commissioner for Environment and Natural Resources, Hon. Ademola Aderinto.

The team visited the affected communities to assess the situation and interact with residents.

During the visit, many residents openly expressed their disappointment, stating that they had received several inspection teams over the years but were yet to witness the commencement of physical construction.

According to them, the recent flash floods across parts of the state have worsened their plight, with overflowing streams and severe erosion threatening homes, roads, businesses, and farmlands. They lamented that the continuous delay in implementing the project has left them living in fear whenever heavy rainfall occurs.

The residents therefore called on the Federal Government to fast-track the commencement of the NEWMAP-EIB intervention, describing the project as a lifeline capable of protecting lives, restoring damaged infrastructure, and preventing further environmental disasters. They noted that any further delay would continue to expose their communities to the devastating effects of flooding and erosion.

Responding to their concerns, Hon. Ademola Aderinto acknowledged the anxiety and impatience of the affected communities, noting that their concerns were understandable considering the devastating effects of flooding in recent years.

The Commissioner assured residents that the Oyo State Government has fulfilled all the conditions required of the state for the commencement of the NEWMAP-EIB project. He explained that the administration of Governor Seyi Makinde has provided the necessary counterpart support and completed the technical, environmental, and social safeguard requirements expected of participating states.

He stressed that the state government remains committed to ensuring that the project becomes a reality and will continue to engage with the relevant Federal Government authorities and development partners to facilitate the commencement of implementation.

“We understand the pain and frustration of our people. We have listened carefully to every concern raised during this visit. The Oyo State Government has completed its obligations under the project framework and remains committed to ensuring that implementation begins. We will formally relay your messages and the urgency of your situation to the Federal Government and all relevant stakeholders for necessary action,” Hon. Aderinto said.

He appealed to residents to remain calm and continue supporting government efforts, assuring them that their cooperation would be essential to the smooth execution of the project once construction begins.

The Commissioner reaffirmed that the NEWMAP-EIB project remains a major intervention designed to address erosion, improve stormwater management, reduce flooding, and strengthen climate resilience in vulnerable communities across Oyo State.

…trains climate change desk officers across the State

The Oyo State Government has reaffirmed its commitment to strengthening climate governance and expanding climate action to the grassroots, as part of efforts to position the State as a national leader in environmental sustainability and climate resilience.

The achievement was revealed during a Sensitization and Familiarization Programme for Climate Change Desk Officers across Ministries, Departments and Agencies (MDAs), Local Government Areas (LGAs) and Local Council Development Authorities (LCDAs) in the State, themed: “Empowering Local Action for a Cleaner and Climate-Resilient Oyo State.”

Declaring the programme open, the Secretary to the State Government, Prof. Musibau Babatunde who was represented by the Permanent Secretary, Cabinet and Special Services Department, Mr. Ojelabi Olusola, described the ranking improvement as evidence of deliberate and measurable climate actions by Governor Makinde administration.

He said the State Government remained committed to extending climate governance initiatives to local governments, Community Development Associations (CDAs) and MDAs to ensure sustainability.

He also called for effective monitoring mechanisms and periodic reporting to track climate action progress across the State.

In his remarks, the Commissioner for Environment and Natural Resources, Hon. Ademola Aderinto, described the development as a reflection of the State Government’s growing commitment to climate resilience and environmental sustainability under the leadership of Governor Seyi Makinde.

According to him, climate change has become a visible reality affecting livelihoods through flooding, irregular rainfall, rising temperatures, land degradation, food insecurity and biodiversity loss.

He noted that the Government was decentralising climate action by extending environmental initiatives to local governments, communities and institutions across the State.

The commissioner explained that the newly inaugurated climate desk officers would serve as coordinators for environmental reporting, awareness creation, policy implementation and climate risk communication within their respective jurisdictions.

He stressed the importance of regular reporting and monitoring of climate-related activities to enable the State aggregate its carbon reduction efforts and further improve its climate governance profile.

Aderinto highlighted several climate initiatives already undertaken by the State Government, including the procurement of over 1,600 electric motorcycles for political office holders across local governments to reduce carbon emissions.

He also disclosed that the State Government is constructing a 12-megawatt alternative energy power plant within the State secretariat and installing solar-powered streetlights in different parts of Ibadan as part of efforts to promote renewable energy.

Chairman of the House Committee on Environment, Hon. Olorunpoto Abdulrahman, commended the Ministry of Environment for broadening environmental discussions beyond waste management to include climate resilience and sustainability.

He urged the climate desk officers to become active environmental response coordinators capable of addressing grassroots environmental challenges such as flooding, blocked drainage systems and indiscriminate waste disposal.

Highlighting the State’s previous activities and efforts on climate change, the Permanent Secretary of the Ministry of Environment and Natural Resources, Dr. Sunday  Ojelabi, outlined several climate-related achievements recorded by the State Government over the years.

The Oyo State Government has reaffirmed its commitment to transforming Ibadan into a sustainable, resilient and climate smart city through strategic collaboration with the World Bank Group and the International Finance Corporation (IFC).

Ademola Aderinto, stated this while receiving members of the World Bank Group/IFC team on Thursday, in his office following the successful conclusion of the Ibadan Green Cities Action Plan Programme coordinated in collaboration with the Oyo State Government.

Hon. Aderinto noted that the initiative aligns with the vision of Governor Seyi Makinde to position Ibadan as a modern, investment friendly and globally competitive city through sustainable urban development, environmental sustainability, improved urban mobility, flood resilience and effective waste management systems.

He explained that the programme featured a series of strategic engagements, technical workshops, stakeholder consultations and field assessments involving relevant Ministries, Departments and Agencies (MDAs), development partners, private sector stakeholders, transport operators, environmental experts and urban development professionals.

The Commissioner added that sector specific sessions focused on transportation, solid waste management, water and wastewater infrastructure, urban planning, climate adaptation, emergency preparedness, green infrastructure and investment opportunities aimed at improving urban livability and economic competitiveness within Ibadan metropolis.

The Oyo State Government has issued a public advisory to residents as the 2026 rainy season sets in, urging precautionary measures against flash floods, temporary road overflows, and rising temperatures expected in the coming weeks.

The Honourable Commissioner for Environment and Natural Resources, Ademola Aderinto, gave the advisory in Ibadan, noting that the State is likely to experience flash floods and thunderstorms due to high intensity rainfall associated with the season’s onset.

He explained that the soil across the State is still relatively firm, limiting water infiltration and causing heavy surface runoff on roads, drainages, and some communities.

He added that residents should not panic, as most flooding is expected to be temporary.

The Commissioner, however, warned that temporary flooding could become prolonged and destructive if waterways and drainage channels cleared by the Government are obstructed or tampered with.

He called for the suspension of illegal dredging and any activity that could disrupt natural water flow.

He further noted that prolonged water retention on roads could damage infrastructure, increase accident risks, and threaten public facilities, while reaffirming Government efforts to maintain free flow of water and urging residents to avoid indiscriminate waste disposal and other environmental violations.

Hon. Aderinto also disclosed that during the transition into the rainy season, occasional heat waves may occur, with temperatures rising to between 33-35°C.

He advised residents to stay hydrated, remain in cool environments, avoid prolonged sun exposure, and seek shade when necessary, while assuring continued Government monitoring of environmental conditions across the State.

The Oyo State Government has flagged off the first phase of waste segregation across Ministries, Departments and Agencies (MDAs), with the distribution of designated bins at the State Secretariat, Ibadan.

The initiative, led by the Ministry of Environment and Natural Resources, is part of broader efforts to promote proper waste management and environmental sustainability in the State.

Speaking at the ceremony, the Commissioner for Environment and Natural Resources, Hon. Ademola Aderinto, said the bins are clearly labelled to support effective waste sorting.

According to him, each set contains separate containers for plastics and bottles, paper materials, and biodegradable waste, a move designed to ease recycling and improve collection efficiency.

Aderinto noted that the programme represents a major step towards institutionalising environmental best practices within Government establishments, adding that MDAs must lead by example through strict adherence to proper waste disposal methods.

He added that the Ministry would strengthen monitoring and enforcement to ensure full compliance with the waste segregation policy.

At the Governor’s Office, the Secretary to the State Government, Prof. Musibau Babatunde, commended the initiative and urged sustained advocacy towards achieving a cleaner and healthier Oyo State.

Also receiving the bins, the Head of Service, Mrs. Olubunmi Oni, praised the Ministry’s efforts and called for strict compliance with proper waste management practices across all MDAs.

The Oyo State Government, through the Ministry of Environment and Natural Resources, has commemorated World Earth Day 2026 with a series of impactful initiatives aimed at promoting a cleaner, greener, and healthier environment.

Speaking at the press conference, the Honourable Commissioner, Engr. Dr. Ademola Aderinto, emphasized the importance of this year’s theme, “Our Power, Our Planet,” noting that protecting the environment is a shared responsibility requiring collective action from government, communities, and individuals.

As part of activities to celebrate World Earth Day, the Ministry, in collaboration with For Nature and Future Eco-Green Initiatives (FONAFEGI), conducted a symbolic tree planting exercise during which 100 trees were planted to promote climate action and environmental sustainability.

The Commissioner described tree planting as a critical step toward improving air quality, reducing carbon emissions, preventing soil erosion, and preserving biodiversity.

He further called on residents, organizations, and private sector stakeholders to partner with the Ministry in planting more trees across the State, stressing that sustained collaboration is essential to achieving long-term environmental goals.

Additionally, the World Earth Day celebration features a structured programme tagged “Walk for the Planet,” scheduled from April 22 to April 25, 2026, designed to mobilize grassroots participation and deepen environmental awareness statewide.

The Commissioner also outlined key measures undertaken by the Ministry, including strengthened environmental sanitation enforcement, intensified inspection of markets, eateries, hotels, and industries, and the implementation of a decentralized waste management system across all local government areas.

The Commissioner urged all residents of Oyo State to embrace proper waste management practices, avoid indiscriminate dumping, reduce reliance on single-use plastics, and actively participate in environmental sustainability programmes.

He also commended members of the media and development partners for their continued support in promoting environmental awareness.

The Commissioner stated that as World Earth Day is commemorated, there is a need to renew collective commitment to protecting the environment for present and future generations, noting that the actions taken today will determine the quality of life tomorrow.

In a separate goodwill message, the Commissioner for Health, Dr. Oluwaserimi Ajetunmobi, stated that World Earth Day serves as a reminder of the realities of climate change and its growing impact on human health.

She noted that science continues to show increasing extreme heat, changing weather patterns, rising temperatures, and shifting disease trends, with some illnesses now occurring outside their usual seasons, particularly around rainfall periods.

According to her, this demonstrates clearly that the climate is changing and demands urgent attention.

Dr. Ajetunmobi emphasized that this year’s activities reflect the importance of environmental sustainability. She stressed the need to sustain and protect the environment through continuous public awareness on tree planting, prevention of deforestation, and proper waste management.

The Executive Secretary of the Oyo State Health Insurance Agency, Dr. Sola Akande, also delivered his goodwill message, stating that the agency will collaborate with the Ministry of Health and other relevant stakeholders to strengthen environmental health initiatives in the state.

He announced that the agency will enroll all street sweepers in Oyo State into the health insurance scheme to ensure their access to quality healthcare services.

“According to him, this initiative is aimed at protecting those who contribute directly to keeping the environment clean, thereby promoting a healthier, more productive, and sustainable society.

In his welcome address, The Executive Director of FONAGEGI, Mr. Elijah Adejimi, spoke with urgency, calling for collective action to protect the environment. He urged continued tree planting and stewardship, noting that progress so far should inspire renewed commitment to a greener, sustainable future.

The event was attended by dignitaries including the Representative of the Honourable Commissioner, Ministry of Information, Nigeria Immigration Service, Nigeria Security and Civil Defence Corps (NSCDC), Oyo State among others.
